Sunan al-Darimi – سنن الدارمي – Hadith #2930

أَخْبَرَنَا سَعِيدُ بْنُ عَامِرٍ ، عَنْ هِشَامٍ ، عَنْ مُحَمَّدٍ ، عَنْ حُذَيْفَةَ رَضِيَ اللهُ عَنْهُ، قَالَ :" إِنَّمَا يُفْتِي النَّاسَ ثَلَاثَةٌ : رَجُلٌ إِمَامٌ أَوْ وَالٍ، وَرَجُلٌ يَعْلَمُ نَاسِخَ الْقُرْآنِ مِنْ الْمَنْسُوخِ "، قَالُوا : يَا حُذَيْفَةُ، وَمَنْ ذَاكَ؟، قَالَ : " عُمَرُ بْنُ الْخَطَّابِ، أَوْ أَحْمَقُ مُتَكَلِّفٌ "
Saeed bin Amer told us, on the authority of Hisham, on the authority of Muhammad, on the authority of Hudhayfah, may God be pleased with him, who said: “Only three people issue fatwas: a man, an imam, or Wali, and a man who knows the abrogated Qur’an from the abrogated.” They said: O Hudhayfah, and who is that? He said: “Umar bin Al-Khattab, or an arrogant fool.”
