أَخْبَرَنَا يَزِيدُ بْنُ هَارُونَ ، أَخْبَرَنَا بَقِيَّةُ ، حَدَّثَنِي صَفْوَانُ بْنُ رُسْتُمَ ، عَنْ عَبْدِ الرَّحْمَنِ بْنِ مَيْسَرَةَ ، عَنْ تَمِيمٍ الدَّارِيِّ ، رَضِيَ اللهُ عَنْهُ، قَالَ : تَطَاوَلَ النَّاسُ فِي الْبِنَاءِ فِي زَمَنِ عُمَرَ رَضِيَ اللهُ عَنْهُ، فَقَالَ عُمَرُ : " يَا مَعْشَرَ الْعُرَيْبِ،الْأَرْضَ الْأَرْضَ، إِنَّهُ لَا إِسْلَامَ إِلَّا بِجَمَاعَةٍ، وَلَا جَمَاعَةَ إِلَّا بِإِمَارَةٍ، وَلَا إِمَارَةَ إِلَّا بِطَاعَةٍ، فَمَنْ سَوَّدَهُ قَوْمُهُ عَلَى الْفِقْهِ، كَانَ حَيَاةً لَهُ وَلَهُمْ، وَمَنْ سَوَّدَهُ قَوْمُهُ عَلَى غَيْرِ فِقْهٍ، كَانَ هَلَاكًا لَهُ وَلَهُمْ "

Yazid bin Harun told us, the rest of us told us, Safwan bin Rustum told me, on the authority of Abd al-Rahman bin Maysarah, on the authority of Tamim al-Dari, May God be pleased with him. He said: People went to great lengths to build during the time of Omar, may God be pleased with him. Omar said: “O people of the Arabs, the land is the land, it is not There is no Islam except through a group, and there is no group except through leadership, and there is no leadership except through obedience. So whoever his people prevail over jurisprudence will have a life. And for them, and whoever is governed by his people other than jurisprudence, it will be ruin for him and for them.”
